President & Chief Executive Officer

President, Co founder & CEO of PHOS

Ms. Mastoros, a seasoned investor & strategic planner, took on the role of president, Co-Founder, and Chief Executive officer at PHOS five years ago. Prior to PHOS, Ms. Mastoros brings over four decades of experience and leadership in consistently identifying high-yield investment opportunities in real estate development and project/construction management across residential and commercial sectors. Ms. Mastoros’ wealth of knowledge and proven expertise in acquisition due diligence, lease negotiations and contract management is a testament to her ability to drive profitability growth and deliver exceptional results.

Mr. Weber is an experienced attorney with 20 plus years of diverse experience counseling clients in patent litigation, patent and trademark preparation and prosecution, IP portfolio management, new product clearance, due diligence for corporate or portfolio acquisition and licensing.

Executive Director

Since 1994 through to 2019 Michael served in various investigative, protective and staff assignments in New York City, Washington D.C. and Long Island NY during his 25+ years with the U.S. Secret Service.
In 2019, Michael transitioned to the private sector, acting as SVP, Chief Security Officer to Sotheby's Auction House, prior to its successful transaction for $4 Billion Dollars. Michael is currently Head of Operations for BlackRock.

Dean of Workforce Development and Associate Professor of Chemistry at Southern University of Louisiana at Shreveport.
Has served as President of the Workforce-STEM/CTE-Economic Development for Suffolk County Community College, Manager-Dean of ADNOC Technical Institute in Abu Dhabi, and Dean of the Energy and Manufacturing Institute at Lone Star College.  
Currently, John serves as a Board Member of the Consumer Energy Education Foundation, President of the Houston-Abu Dhabi Sisters Cities Association, and Advisory Committee Members of the NWLA STEM Innovation Alliance.

Chief Project Manager, Inventor, Director of Manufacturing

With an innate interest in Design, Architecture, and Engineering, Victor has worked across numerous sectors: Pharmaceuticals, Cosmetics, large-scale Construction, and Marine projects. His Commercial Interests transitioned to the private Marine Industry sector where he worked as a Mechanical Engineer across a number of private vessels from 2009 to 2014. In 2014 he joined Lithos, a Construction Company which eventually lead to the foundational idea and product of PHOS Energy.

Chief Mechanical Engineer, Inventor,
Director of Research & Development

BS Mechanical Engineering, Cornell University, MS Mechanical Engineering, Polytechnic University.
Prior to PHOS Global Energy Solutions, Mr. Rudolph gained valuable experiences in the Design of packaging of Lithium-Ion batteries for large assemblies in Commercial and Military applications.
This work involved heavy finite element analysis of battery housing structures. Other past experiences include Engineering roles at Grumman Aerospace Corp., Miltope Corp., Servo Corp., and Miteq Corp.

Engineer, with a masters in Mechanical Engineering, Summa Cum Laude
Providing HVAC, electrical, plumbing, fire protection, life safety, site drainage and sanitary engineering design services to architectural firms, developers and property owners.  Projects have included healthcare, industrial, commercial, hospitality, government and educational facilities.
Extensive experience in advanced energy conservation systems, electrical and controls integration systems and facility HVAC automation systems including the adaption of current BMS technology with existing plant operation systems Design of complex electrical distribution systems for large industrial and healthcare facilities

EMMANUEL VOUMVOURAKIS

Director of Business Development
B.S. Mechanical Engineering, MIT

Emmanuel is a results-oriented executive with consistent success in starting, building and improving profitability and performance of business groups.  He is an experienced derivatives trader, quantitative analyst, systems developer, portfolio manager and pitmaster. 


Emmanuel is a Technical Scholar of the Ford Motor Company, a Chartered Market Technician, and founder of an award winning fast-casual restaurant in New York.

His professional experience includes positions as managing director at Mint Partners, Jefferies & Company, RBC Capital Markets, BNP Cooper Neff and Cantor Fitzgerald.

Len's leadership stems from a diverse work experience in every phase of product development, including Research Specification, Project Management, Stimulation and Modeling, Production and Testing, and Technical Documentation.

  • Congressional Award Winner for success in Small Business Innovative Research for NASA

  • U.S. Patent holder for "Micro-power Voltage-Independent Capacitance Measuring Method"

  • Inventor of an interface method of microwatt circuit for wideband, high gain electret microphones

  • Designed and upgraded NYC Emergency Response System Central Station command console after 9/11

  • Designed and developed sensors for Intrusion detection

  • Designed the solar powered battery charger used by U.S. Army

  • Designed and produced a picoTesla magnetic therapy generator for the use of treatment for neurological diseases

ROYSTON RECHEA

Journeyman Electrician

Journeyman Electrician with 17 years experience in the electrical trade working all over New York City’s high end residential , hospitals, commercial, and industrial applications. Diagnose electrical problems using diagrams and blueprints. Install and repair electrical systems, conduct test and pinpoint troubles in various components. Team management scheduling and managing to meet deadlines and budgets. Experience in electrical system design, installation and wiring generators, solar panels, switch gears, transformers, and both low and high voltage equipment.

Mohammed (Mo) Elbadry, Ph.D.

Mo has a Ph.D. in Computer Engineering from Stony Brook University. Professionally, Mo excelled at leading teams in Soter Technologies INC, driving innovation in IoT and environmental sensing.  He currently serves as Director of R&D Engineering, creating new environmental IoT sensors for schools and indoor environments. Mo has authored and co-authored 15+ papers in esteemed peer-reviewed conferences and journals (IEEE/ACM). Additionally, Mo holds over ten granted patents, recognized in both U.S. and worldwide territories. These patents cover diverse areas such as wireless monitoring signals, novel sensors and techniques, and more.
